At least not before Washington, D.C. whose residents have long claimed position 51 and have been paying federal taxes but lack full voting representation in Congress​. Giving rise and meaning to the phrase "taxation without representation" a situation viewed as a form of systemic inequality, where the citizens of the District of Columbia bear the responsibilities of citizenship, including taxation, without enjoying the full rights and privileges of citizenship. Residents of the District think it’s time to make this happen.
