Black Rock Dam Schuylkill River. The Black Rock Dam on the Schuylkill River from Phoenixville to Mont Clare Pennsylvania. Built as part of the Schuylkill Navigation Company for the Schuylkill canal system. The dam had canals on either side of it. One going to the Phoenixville, the other was the start of the Oaks canal at Lock 60 that went through Mont Clare.
