It's 1920, snow on the ground, ploughs really weren't invented, and neither were excuses. Many cars, no real traffic direction, the cars have narrow wheels without traction, and the meagre 1 chain you have on that wheel just isn't enough. On top of that there are no windows on the cars, its cold, driving through a combination of slush and manure, trying to walk over cobblestone and not slipping and landing on a horse. It's a real tough go, and as if that wasn't bad enough, they put a huge pile of bricks right in the middle of the street.
