It's not. Charity, welfare, social programs, health care, foreign aid, they're not in there! Despite all that the present Federal Government claims, charity is not one of its duties. It never was, it never has been. And you know, they do it badly, they should stop. Kind of like me and singing. I don't do it. Period.
