This interesting thing is called an Orrey, its a clockwork mechanism to simulate the different rotations of planets. They were not precise devices, you couldn't use the to measure a location like you could with an astrolabe or an armillary
With this device you could see how moons travelled around planets and how everything moved. You probably had a simple version of this in school, this one was a big clockwork machine.
