De Morgan was an important Arts & Crafts movement artist and was the head of tile production at William Morris's studio. The circular swirls are characteristic of his work, which was influenced by Persian and Islamic art. This is the right facing dolphin tile. We also have a tile with a left facing dolphin if you wish to use this design in one or more pairs.
