Any vet, especially Vietnam era veterans, will tell you that saying "Whiskey Tango Foxtrot (over)" on the radio was commonplace. It is simply military phonetic jargon for "What The F**k?" At the end of the transmission the speaker says "over" to advise the person on the other end of communication that he is finished with the transmission. WTF applies to situations in current events, to say the least.
